Talks between the Greek government and the troika of international creditors (EU, ECB, IMF) were suspended on September 30, after both sides failed to agree a means for Greece to achieve a primary budget surplus in 2014, ie an annual budget surplus excluding interest payments.

According to I Kathimerini, troika inspectors are waiting for the formation of the new German government before agreeing on how Athens should finance its budget. The government has not ruled out structural reforms, but at the same time has denied that it is seeking to tinker with salaries, pensions or tax.
