The Lithuanian Presidency of believes that the agreement concluded by Moscow and Ukraine on December 17, which will provide Kiev with cheap gas and economic aid, amounts to a temporary solution” that will only serve to delay the onset of an imminent crisis.

The agreement "will do little to calm" the pro-European demonstratorsm who, for more than three weeks, have been protesting in Kiev and several other Ukrainian cities against President Viktor Yanukovych’s pro-Russian policies.
