Negotiations between the Serbian and Kosovar heads of government, Ivica Dačić and Hashim Thaçi, concluded in Brussels on April 17 without agreement on the status of the Serbian minority in Kosovo.
Blic reports that the High Representative for Foreign Affairs, Catherine Ashton, who is supervising discussions, has nonetheless “accepted a proposal to the effect that Kosovo Serbs will have command of local and regional police and that the district court will be located in Mitrovica,” in the area of northern Kosovo that is home to a Serbian majority.
Ashton is still hopeful that an agreement can be reached before the council of foreign ministers on April 22, in the course of which she is expected to announce a decision on the opening of negotiations for Serbian accession to the EU.
