In December, Copenhagen will host an international conferenceon global warming, bringing together delegates from 190 countries to draft a new text to replace theKyoto Protocol. In preparation for the summit, EU environment ministers have just met in Åre, Sweden. They reasserted Europe's goal of reducing greenhouse-gas emissions by 20 or even 30% by 2020 – and to assume the leadership of the summit. However, "aside from their determination to set an example, the Europeans disagree on many issues," Le Soir points out. France and Belgium support a carbon tax on high-emission products imported from countries outside the EU, but Germany opposes it. The amount each country will contribute to the budget has not been settled either. The final lap before Copenhagen is likely to be "an obstacle course", the Belgian daily predicts.
