Shame, shame, shame
The Eastern Partnership Summit ended in Vilnius on November 29 without achieving its primary goal: the signing of an association agreement with Ukraine. Right up to the end, Ukrainian President Viktor Yanukovych blocked all attempts at compromise and restarting negotiations, deeming the EU's offer of €600m in financial assistance "humiliating". Kiev had said it needed €160bn to bring its economy up to European standards.
However, the EU consoled itself by signing association agreements with Georgia and Moldova, which could be completed within a year.
