Volodymyr Zelensky can finally breathe again. On 20 April 2024, the US House of Representatives voted in favour of the American aid plan for Ukraine. The text, which also includes financial aid for Israel, American allies in the Indo-Pacific region and, to a lesser extent, civilians in conflict zones, provides for 57 billion euro worth of assistance to Kiev. This will include funding for the training and operation of the Ukrainian army, as well as supplies of equipment, and cooperation between the American and Ukrainian intelligence services.

The vote on the aid programmes followed months of debate between Democrats and Republicans, with the final agreement including a number of concessions to the conservatives on the fight against drug trafficking and foreign influence. The text was then validated by the Senate and signed by President Joe Biden. This should reassure Kiev, at a time when several influential voices are warning of a possible defeat for Ukraine this year.
