Poprvé od vypuknutí dluhové krize nebylo jádrem diskuzí v Evropské radě Řecko. Ale vzhledem k reformě smluv, jejichž princip byl přijat v noci z 8. na 9. prosince „dnes Řecku hrozí, že nebude součástí nové Evropy,“ píše list To Vima. Podle řeckého deníku „se Řecko stane první obětí, další budou následovat.“
Summit totiž odhalil dvě věci. „Zaprvé nejasnost institucí, jak řešit reformy, k nimž byly členské státy vyzvány. Je zřejmé, že Evropa mění radikálně svou podobu a chce postihovat hříšníky. Zadruhé zrod strachu. Poprvé za posledních padesát let není evropský prostor pro všechny jeho členské státy prostorem naděje, nýbrž strachu a obav.“
