To prevent artificial lighting from reaching the horizon, FR explains that the government in Ljubljana has imposed a ban on light fixtures that illuminate the sky -- in particular sky beamer searchlights which can be visible over long distances. It has also progressively replaced white-light street lamps with lower intensity yellow-light fixtures.
