After hesitating, making excuses and passing the buck to the United States, worried in particular about a possible escalation of tensions with Moscow, Germany's Chancellor Olaf Scholz has authorised supplying Volodymyr Zelensky with Leopard 2 tanks to help defend Ukraine against Russian aggression.
