Twenty days after the beginning of the political crisis, the three main parties have still failed to reach an agreement on how to implement the goal of "national salvation" demanded by President Aníbal Cavaco Silva.

The president announced on July 21 that he would not call early elections and would instead allow the current PSD/CDS-PP coalition to remain in government until the 2015 elections.

However, Cavaco Silva set conditions for the coalition leaders, writes Diário Económico

They must talk to the PS [socialist party], to economic and social partners; must secure the approval of the 2014 state budget and stay ‘committed, in an unequivocally and lasting way’ to their relationship with the 'troika', to achieving the adjustment programme [targets] and finally, they must ensure that economic growth and job creation is a top priority.
