It's worth investigating, at least...

The European Commission has opened an investigation into the extension of the concession that the Portuguese government granted to the Energias de Portugal energy firm for the use of public water resources to generate electricity in 2007.

According to Brussels, the €759m paid by EDP for this concession is below its real value and constitute a hidden state aid, which has led to a distortion in the competition market and damaged other firms in the industry.
