Talks on the EU budget for 2014-2020 will, more than ever, "resemble a bar-room brawl" rather than a European Council, forecasts the Austrian daily.
Along with the usual bones of contention: between donors and beneficiaries, between the Commission and the Council and between the Parliament and national interests, come additional disagreements among the principal funders. Germany, in particular, is asking for "solidarity" among "donors", because they are carrying the greatest financial burden.
