"ETA announces truce,” headlines El Correo the day after the terrorist group issued a cease-fire communiqué. Along with the rest of the Spanish press, however, the Basque daily deems the move “insufficient”. In El Correo’s estimation, the ETA "is trying to turn its defeat into a victory, or at least put a more flattering historical spin on its impending doom”. The paper also sees the white flag as the separatists’ last-ditch effort to present “a paralysis engendered by the rule of law and international cooperation” as a decision taken of their own accord.
