On 13 September the president of the EU Commission delivered in Strasbourg his annual State of the European Union speech or SOTEU, headlined "Wind in our sails". In a globally more optimistic speech than the latest SOTEU, Jean-Claude Juncker said he wants all EU countries to become full eurozone and Schengen area members by 2019, argued for a European minister of economy and finance, and for merging the presidencies of the European Commission and the European Council into a single position, in order to have one clear leader of the EU.
