The flagship project the "Land of Baden-Württemberg", the Stuttgart 21 train station, is expected to cost up to €11bn – much higher than the €2.45bn initially detailed when the project began in 1995.

The Federal government is balking at the cost overruns and is considering withdrawing from the project, which Angela Merkel has championed.
