On the eve of the European Council meeting on 9-10 March, the leaders of France, Germany, Spain and Italy endorsed the principle of a "Multi-speed Union", where countries willing to move forward towards deeper integration will not have to wait for the rest. It is a principle they later illustrated during the summit, where a post-Brexit vision for Europe was also discussed.
It is one of the five possible directions set out by EU Commission president Jean-Claude Juncker in his White paper on the future of Europe.
