On the eve of the European Council meeting on 9-10 March, the leaders of France, Germany, Spain and Italy endorsed the principle of a "Multi-speed Union", where countries willing to move forward towards deeper integration will not have to wait for the rest. It is one of the five possible directions set out by EU Commission president Jean-Claude Juncker in his White paper on the future of Europe.
