Barcelona leads the way as the European Capital of Democracy

The "European Capital of Democracy" initiative promotes democracy in Europe by hosting a yearly competition among cities, starting in Barcelona, and involving a Citizen's Jury for selection. Supported by institutions, it aims to connect 10,000 jurors and welcomes your involvement in shaping its direction.

With our Democracy under attack in Ukraine, Europe has big challenges ahead. However, even with democracy being in crisis, we still believe that it is our best chance to restore freedom and prosperity in Europe.

This is why we have launched the “European Capital of Democracy” initiative (ECoD). Each year we invite the most innovative and ambitious cities to compete to become the “Capital of Democracy”, the first of which will be in Barcelona this October.

In a year-long Programme, and in close collaboration with Civil Society, academia and other stakeholders, European Capital of Democracy creates a stage for innovators and visionary leaders. By connecting experts and managers of successful projects, we show where democracy delivers for citizens.

The yearly selection of the next European Capital of Democracy – from a shortlist of contenders created by the members of our diverse and multifaceted Experts’ Jury – lies with the Citizen's Jury, an influential collective of forward-thinking European citizens who are passionately committed to supporting democracy within their communities.

By harnessing the power of digital participation, the Citizen's Jury exemplifies the strength and potential of a unified, active, and borderless community of European citizens. The title-holding city curates, organises, and implements a wide range of activities and events over the year where visitors from all over Europe are invited to observe and to participate in these efforts. 

Until 2024, we aspire to connect 10,000 jurors who represent the diverse makeup of Europe’s citizens; people who will contribute their perspectives in selecting the next European Capital of Democracy and engage in our subsequent future initiatives. Members of the Citizen's Jury will contribute to enriching workshops, valuable networks, and take part in exclusive events and projects.

It is for these reasons that the Citizens Jury has been recognized as a crucial mechanism for advancing citizen participation in Europe. Earning the initiative the support of esteemed institutions and civil societies such as the Council of Europe, the European Commission, Alliance4Europe, and many more.

Through participation, we can construct a stronger and more inclusive Europe that benefits every citizen. 

We will need all of our juror’s collective intelligence to find and implement practical solutions to tackle the numerous challenges ahead.This is why we call upon you to take action and join us on this journey. The Citizen’s Jury represents a gathering of Europe's most visionary and innovative citizens who recognize the inherent value of collaboration. As this initiative evolves, we need your help with shaping its direction.
