Five thousand two hundred thirty-one people turned out to vote in municipal elections, held November 17, in the northern section of Mitrovica which is mostly inhabited by Serbs. This represents a participation rate of 22.38 per cent, according to the Electoral Commission.
The ballot took place "without incident," reports Albanian-language, Kosovar daily violence committed by Serb extremists, while the rest of Kosovo continued to vote.
The elections are a first step towards implementing agreements signed in the spring between Belgrade and Pristina. The voting was monitored by the local police as well as by international civilian (EULEX) and military (KFOR) observers present in the area.
