The EU condemned a chemical weapons attack against Syrian civilians on August 21 as a “crime against humanity” but urged that any retaliatory strike by the West must not be carried out until the United Nations has published its report on the incident.

EU foreign affairs chief Catherine Ashton said there was “strong evidence” that Bashar al-Assad’s regime was behind the attack in the Ghouta district of Damascus.
