The parliament has agreed to include a popular legislative initiative presented yesterday by the Platform for those Affected by Mortgages in the scheduled debate on evictions and mortgages.
Under the proposal, homeowners who cannot afford to make their mortgage payments lose ownership of the property but can continue to live there for five years while they make reduced payments, calculated as not more than 30 per cent of their family income. This is to avoid the eviction of large numbers of homeowners who are unable to pay back their loans.
On the same day, in an address delivered to the Spanish parliament, European Central Bank chief Mario Draghi praised the reform of the Spanish banking system. He believes banking will be able to resume lending money in the second quarter of 2013.
