
Serbia refused to accept the outline agreement on relations with Kosovo on April 8 – the day before a deadline set by the EU – arguing that it did not provide sufficient safeguards for the rights of the Serbian minority in the former province.
EU High Representative for Foreign Affairs Catherine Ashton called for “one last effort” from the Belgrade, while Serbian Prime Minister Ivica Dačić declared that he was ready to continue with talks, as did his Kosovar counterpart, Hashim Thaçi.
