
"EU funds fail to reach Roma," headlines Trouw, explaining that the complexity of rules and procedures for the distribution of EU aid have prevented the Roma from benefiting from funding schemes. At the same time, several NGOs and government agencies quoted by the daily claim that a large portion of the budget earmarked for the Roma disappears into the pockets of local politicians and mysterious organisations who take advantage of "a lack of political will to improve living standards for the Roma in Romania." According to the Romanian NGO, Agenţia Împreună, of the some 300-plus organisations which are supposed to be working with Roma, only 20 are in fact active.
