The Labour Party’s Minister for Social Affairs declared in an interview that “anyone who comes from another country and wants to register as a resident of a Dutch municipality should sign a participation contract.”
For Lodewijk Assher, this means, “new arrivals will demonstrate a commitment to Dutch fundamental rights and the rule of law.” The contract, which is set to supplement an integration test that is obligatory for non-EU migrants, will also concern the EU nationals, but only on a symbolic level since EU citizens have an automatic right to live anywhere in the Union. As a general rule, the minister remarked that “the free movement of people without any assessment of problems that it may cause will undermine social rights in Europe.”
