“Merkel has endorsed Zapatero on the eve of reform,” headlines LaVanguardia, reporting the Spanish Parliament’s upcoming vote on September 2 on theconstitutionalreform to bring in the “Golden Rule” that will cap the deficit at 0.40 percent of GDP from 2018. The “Franco-German green light” was made public in Paris during the conference on the reconstruction of post-Gaddafi Libya. There, José Luis Rodríguez Zapatero received “European absolution” from Angela Merkel. According to the Spanish daily, the German chancellor assured the head of the Spanish Government that bringing in the “golden rule” would “help persuade” the German public and her party colleagues of the necessity for the decisions taken at the Eurogroup meeting on July 21. The reform has been approved by the Congress of deputies (lower house) with the votes of the two major parties – the Socialists, in power, and the popular party, on the opposition benches.

Update: the reform has been approved by Spanish Congress (house) of deputies.
