On 16 November Hungary and Poland blocked the adoption of the EU's €1 074 billion multi-annual budget and the €750 billion post-covid recovery package. 

Budapest and Warsaw refuse to make the payment of European funds conditional on respect for the rule of law, as the EU 27 negotiated should be the case from 2021 – something that Hungarian Prime minister Viktor Orbán has always refused.
