Smoking ban divides country

"The non-smokers want to take over" proclaims the headline of Die Tageszeitung following the July 4 referendum in Bavaria approving the ban on smoking in all of the region's restaurants, thereby establishing the strictest anti-smoking legislation in Germany. Riding the wave of their local success, activists are now demanding a similar referendum at the federal level. A delicate issue according to this German daily, since each state has its own legislation on the matter, and the federal authority charged with drug issues prefers to wait until the European Union has taken a position on the issue.
