The Maltese government presented a Civil Unions Bill on October 14, two years after the legalisation of divorce on the island.
According to the Times of Malta, the bill —
…allows gay and opposite-sex partners to contract a civil union and guarantees equal rights and obligations to those enjoyed by married couples in all spheres of life.

Inspired by the Danish law on civil unions, which dates from 1989, the Maltese bill stipulates that —
… civil unions, like civil marriage, will be contracted in front of an official of the public registry or a mayor. The Bill also makes provisions for the recognition of gay marriages contracted abroad.
